President Edgar Lungu has promoted Directors from different Government Ministries to the position of Permanent Secretary.


Mr Lennox Kalonde who until now was Director in the Ministry of Local Government and Housing has been promoted to the position of Permanent Secretary in the Ministry of Works and Supply.

In the Ministry of Youth, Sport and Child Development, President Lungu have promoted Director Dr. John Phiri to the position of Permanent Secretary in the same Ministry.

He also promoted Zambia News and Information Services (ZANIS) Director Mr Patrick Lungu to the position of Permanent Secretary in the Ministry of Tourism and Arts.

While Capt. Davison Mulenga, who until now was the Deputy Permanent Secretary for Northern Province has been promoted to the position of Permanent Secretary for Muchinga Province.

Others are Luapula Province Deputy Permanent Secretary Royd Chakaba to the position of Permanent Secretary for Northern Province.

While President Lungu has appointed Mr Emmanuel Ngulube from the private sector as Permanent Secretary (Administration) in the Ministry of Health while Mr Mathew Ngulube, who was until now Executive Director at the National Council for Construction (NCC), has been promoted to the position of Permanent Secretary in the Ministry of Local Government.

Lungu transferred four Permanent Secretaries to other Ministries to serve in the same portifolios.
Ms Agness Musunga has been transferred to Cabinet Office (Remunerations) from the Ministry of Works and Supply.

Ministry of Energy Permanent Secretary Trevor Kaunda is now Permanent Secretary in the Ministry of National Planning Development.

Mr Danies Chisenda has been transferred from Ministry of National Development Planning to the Ministry of Energy.

Permanent Secretary for Muchinga Province Joyce Nsamba has been transferred to Southern Province.

He also terminated the contracts of six Permanent Secretaries with immediate effect. Those whose contracts have been terminated are:

l. Mr Charles Sipanje, Northern Province Permanent Secretary;

  1. Mr Joe Kapembwa, Permanent Secretary, Ministry of Youth, Sport and Child Development;
  2. Mr Stardy Mwale, Permanent Secretary, Cabinet Office (Remuneration Division);
  3. Bishop Edward Chomba, Permanent Secretary, Ministry of Local Government;
  4. Mrs Mulalelo Kakulubelwa, Permanent Secretary (Administration); and
  5. Dr Auxilia Ponga, Permanent Secretary, Ministry of Tourism.

Lungu said he have confidence that these changes will bring about a new dimension to the operations of the public service.

Permanent Secretaries are charged with the responsibility of ensuring the smooth implementation of the various government policies, programmes and regulations falling under the respective ministries, provinces and other spending agencies.
